The summit side of the scoped refresh wave
cascade-refresh-1dbad1f-publish-api-docs, which moved the last seven SDK repositories onto theconfigthat splits API-docs publishing from Maven publishing (config#815, with the consumer-script rewrite of config#817). The plan is in summit#7.The wave is closed, so this PR is ready to merge once reviewed.
